Sindh Hands 1,133 Government Schools to Private Operators Under PPP Model

Sindh is placing a major bet on private management for public schools. The provincial government will partner with Education Management Organisations to run 1,133 new and upgraded government schools under a public private partnership model, one of the largest such handovers in the country's history.

Officials say the move will improve management and raise educational standards across the province. Consultations with private sector education organisations have already begun, suggesting the framework is moving from announcement toward implementation. The sheer scale, more than a thousand schools, makes this a structural reform rather than a pilot.

The logic behind the model is well rehearsed. Government schools in Sindh have struggled with teacher absenteeism, weak oversight and poor learning outcomes for years, problems that administrative reforms alone have repeatedly failed to fix. Education Management Organisations, private operators contracted to run public schools, bring professional management, accountability systems and performance incentives that the bureaucracy finds hard to replicate. Where the model has been tried in Punjab and Sindh at smaller scale, results have often beaten the status quo.

The risks are equally well known. Handing public schools to private operators raises questions about fees, admissions, teacher employment terms and democratic accountability. A thousand school handover needs airtight contracts, transparent selection of operators and independent monitoring, or the reform becomes a transfer of public assets to favored firms. The consultations now underway will determine whether those safeguards are real.

For Sindh's students, the promise is simple: a school that opens on time, teachers who show up, and learning that actually happens. If the EMO model delivers that at scale, it will be the most consequential education reform in the province's recent history. If it does not, it will be the largest.
